The Outlook app on iPhone has no HTML signature field. Install the signature on a computer, email it to yourself, then copy it into the app. The same steps work on iPad.

Get the signature into an email
Install it first in Apple Mail, Outlook for Mac, new Outlook or Thunderbird. Send yourself an email that includes the signature.

Copy it in the Outlook app
Open that email in the Outlook app. Press and hold the signature, tap Select All, then Copy.

Paste into settings
- Tap the settings gear, then Signature.
- Clear the default text, press and hold, and tap Paste.
- Compose a new email to check it.
